That's debatable. UA discontinued NRT flights from IAD and ORD when the US government approved their applications for HND service from those airports (plus EWR and LAX... SFO was already granted). IIRC, UA also sought to shift IAH flights from NRT to HND but were turned down.
As an IAD flyer I’d like the option to connect through NRT, but it appears UA determined most IAD traffic was O/D for Tokyo. I suspect part of that is their refocus on SFO as a gateway to some Asian cities, but clearly not the diversity of cities served from NRT.
