With GE there's very minimal risk, though I'd be tempted to go landside and enter TB as a departing passenger because neither airport has any kind of transit Verified Traveller security lanes.

But the connections on AC to AC are pretty easy in both airports. Like others, I'd mostly base my decision on what time I want to travel, bearing in mind YYZ has way more options if anything goes wrong.
