I doubt it's one ticket per flight. Possibly one ticket per flight in F, or one ticket per flight in J. Just a guess, but you can probably get 2 tickets in Y on any flight. Or one ticket in Y while you continue to look for another ticket in F or J.

I understand you're frustrated and that's not what you want. But again, this practice is hardly unique to JAL, for premium cabins.

No, 60K isn't 60K 'free'. But compared to the miles on an AA (vice partner) award, or other airlines' awards, or purchasing a J ticket outright, it's about as close to 'practically free' for a business class Transpacific flight as you can reasonably hope to get these days.
