The practice is not unique to JAL. Many airlines only release 1 award initially, for the reasons others have already mentioned. Actually ticketing is the better option over holding.
If you need to cancel the ticketed award because you later find 2 together on a different flight/date, put the new flights on hold, then cancel the original. JAL award miles through AA will usually be credited back to your account automatically, within 10-15 minutes.
