there are current issues in releasing seats for jokers where more are having to be done manually atm than normal (some discussion of this in the ggl thread). as with all things sent to the back office, if you don't hear from the ggl team within 2 days it is best to call and check.
other than that, there shouldn't be any changes in terms of the criteria for using jokers tho.
My most recent took around 10 days to sort out. Main issue seemed to be that revenue management do not communicate with the GGL team when a request has been approved / denied so it relies on the agent manually checking.
