Usually jokers are authorised whilst you are on the phone. I think recently there has been a problem and everything has had to be manually done which means sending off for approval.
I used one last week and was told there had been an issue with the automated process 'for a few weeks' but that it still worked in some cases. Mine was a simple CE return for two passengers and it went through in a few minutes.
