System will auto-reject an application for the same card within 90 days. I think you can re-open a rejected application by calling within 30 days of applying, and if the 90 days has passed by then, the phone agent can approve the application. But others should confirm that, have never done it myself. Will say that it does make some sense to jump on that offer quickly- they can and do suddenly go away before the expiration date in the terms.
