You should just ask Chase to "move" $4,000 of your available credit from your Aeroplan card to your Hyatt card. There should be no fee or hard pull involved. (I'm pretty sure that Chase could not do a hard pull without first getting your express consent.)

If, after moving some of your available credit from Aeroplan to Hyatt, you want to reduce your Aeroplan credit limit further, Chase can do that too; but doing so could adversely affect your credit score, since you would then have less total available credit.
