I've mentioned it on other threads, but usually I would go to NRT asap to check bags, put carryon in the lockers, then take the Keisei to Narita city.
If I have time and the bus schedule lines up with the flights, I'd take the bus from Keisei Narita station to the Aeon Mall Narita to grab food and browse the shops there was well.
