The simplest thing for a first time visitor with some luggage, might be to take a Limousine Bus to NRT, check in luggage for the onward flight, and then take a local Keisei line train to Narita City to wander around for an hour or two.

Your friend might make it onto the bus that departs from HND T3 at 2:40 PM - arriving at NRT around 4:15 PM

Narita City is just a small town - but there's enough to distract a visitor for a few hours and you can get a decent meal near the station.
