Shouldn't this be the responsibility of the training school? After accepting the trainees, the school is responsible to hone their skills, etc., before giving them the clearance to fly.
It's joint responsibility. They're Cathay cadets, and ultimately Cathay employees. The flight school can end their training as well, or both can take place.
