Huh? That's not how it was supposed to work, or how it used to work. This example appears to use a low Flex fare. Since YVR-YHZ is 1500+ miles, if all legs got upgraded, it should have charged 10 in the end, not 6.

It should be, as you said, 6+6+6=10.
