I think LTR should be able to use Thai nationals line (which is always empty at HKT anyway).
The "Thai Nationals" lane is for Thai passports, as the name suggests. Not foreigners on any kind of Visa. The "Priority" Lane (IF staffed) works fine with a J boarding pass, at least the three times I used it (2023 & 2024).
