Are you booked for a particular room type? If you're flexible, the hotel usually can be flexible as well, sometimes giving you a much nicer room.
It's been 9 years since I had to wait for a room to become available at a hotel, and that was because I arrived at 10am, completely not expecting there to be any open rooms.
Depending on the hotel, I've had some extend late checkout to 11pm local time. I also checked in at 10am in the past few months with no issues.
Either way, I think if someone elects for late checkout, they should let the front desk know as soon as they're leaving so the room can be turned over for the next guest.
