I have found exactly the partner (Air France) availability I'm looking for on the Virgin Atlantic site, but I receive the following error when I go to book it. This is after going through the entire booking process, entering payment information, etc. When I go back to search, the seats are still available. I have been trying for three days now.

Yes - exactly the same problem encountered trying to book SIN-CDG - although ironically earlier in the day had been able to book MIA-LHR via CDG.
Called Virgin who tried on my behalf but encountered the same problem twice, despite the flight showing plenty of availability. Remarked that this had been a problem the previous week and the only solution was to “keep trying” - so no, it’s not just you!
