I have the strong feeling (almost 100% sure) you booked the Kimpton Clocktower as a Hotel Collection hotel. As far as I know it is not an FHR hotel. So breakfast not included.

I actually stayed two times in the last few months under the IHG Luxury and Lifestyle program which includes breakfast. I love the place. Do not agree with your praise of the breakfast though (was good, not exceptional). I like the rooms, gym and The Refuge restaurant.
