This happened to us yesterday at FRA with a roving gate agent. I was not happy as they tried to hit me for E200 to check 4 bags. Thankfully I had printed a copy of the ticket as the ComfortFlex fare includes 1 free checked bag per passenger (not to mention we had *A printed on the BPs as well). They still hit me for an E50 overweight charge though I do not think any bags were >23kg.

Needless to say I saw many passengers with large carry-ons so this seemed purely designed as a revenue enhancement scheme targeting the obvious tourists.
