All IB crew definitely speak English. To various levels of proficiency (thus ‘comfortable’ speaking English, perhaps), but they do. If not, speaking English or Spanish would not be an option to sit in the exit row, and in any case certain crew announcements are in English as of a couple of years ago (eg arm slides, seats for takeoff etc).
