That sounds like it is within the limits for hand luggage? In which case I would definitely try it as hand luggage. You can improve your chances by not hanging around the gate area prior to the gate opening, but rather just show up and join the priority boarding lane straight away when boarding starts. They almost never check luggage for that first batch of priority pax.
