The thing is if you use duct tape for your carry on bag, you obviously have to be careful when carrying it around. Now when you take out your laptop, assuming it's in the other compartment that doesn't require duct tape, well you can take that out and put the laptop in the bin without an issue. So the only issue is if after they x ray your bag and they have to you open the duct tape to check for anything, do you do open it yourself? Obviously I don't want them to use a scissor where they could damage the messenger bag but they would just rip the duct tape open right? Then after that, you would still have a roll of duct tape to tape it over once everything is scanned?
The thing is the area that I have to duct tape it on the messenger bag is in a different compartment from where I put my laptop. If it was my laptop compartment, that would be a bigger pain because when you go to the airport, you going to have to remove the duct tape and then put your laptop in the bit and then duct tape it back right? But if your zipper is broken whether it's your carry on bag or say your checked luggage, duct tape is still the best option right if you can't buy a new bag or checked luggage? It would be much more annoying if it's checked bag obviously right since if they open the bag, well they going to rip the duct tape but how they going to close it back together then? They going to use their own duct tape or those things they use? I forgot the name but they would use zip ties? But that would work?
So your bag is just a "messenger bag"? If so, buy a cheap zipper bag, like a large grocery bag and stick it in until you can replace it. It will prevent the stuff from falling out, and you won't have to worry about TSA or whomever have a problem opening the bag. I'm just trying to figure out what type of bag you are carrying. But they make large zippered thin nylon bags you can put any type of luggage in. And yes those rewards cards will hold a LOT of duct tape. You just keep on wrapping it up as much as you want to bring. And no the duct tape does not lose it's stickiness when you remove it off the card.
Here's an example of one:
