That is what I thought because there is that option of applying for one either before I booked an airline ticket or afterwards. However, I thought doing it while outside of the US with a foreign ip address might cause issues. The other poster recommended me to not to do this and do it when I'm back in the US.
Well if you done it once and it was not an issue, obviously the other times you did it afterwards would never be an issue. I mean like the 1st time you do it, I thought it might flag you because you are doing it from a foreign ip address.
