You should be able to request wheelchair service through the "Manage Trip" page. As for whether it would help speed up service, can't say for sure. Some of that may depend on if wheelchair attendants are even available to assist your parents on arrival as that has been a reported issue, generally speaking (can't say if it's an issue for SLC specifically).
Minimum Connection Time (MCT) for an International to Domestic connection at SLC is 60 minutes so if the connection is 60 minutes, it's technically a legal connection. If it's 59 minutes or less, it's an illegal connection.
It may be possible to get a new routing with a more comfortable (longer) layover. Was the ticket booked directly through Delta or another airline or a third party agency (Expedia, etc.)? Are your parents originating in AMS or somewhere else in the Schengen area? Is there an earlier AMS-SLC flight (perhaps operated by DL) or are there alternate routings from AMS (or the city your parents originate in) to JAC with more comfortable layovers?
