Well, for one thing, you need a US address on your application. I am quite certain that none of the major banks will issue a card for an address outside of US.
Another factor is credit history. You have mentioned that you have one lonely JetBlue branded CC, but do you have a checking and/or savings account in US?
As to JetBlue selling you a ticket while outside of US, sure, they are happy to sell it since there are many tourists arriving in US every day, and it's a big country whey you pretty much need to fly if you want to see much of it. Apples / Oranges when it comes to buying an airline ticket and getting a CC.
IMHO you need a US address (it can be with a relative as some expats do from what I am told / read about) and most likely some sort of credit history.
And I am not really sure why you are worried about a hit to your credit score: if they approve you, no problem other than a temporary reduction, and if you are rejected, then the potential reduction also does not have any consequence, as you are unlikely to be approved by another bank (IMHO).
