Unable to select seats after a change in itinerary

This is a problem I've experienced at least a half dozen times in the past year. I frequently fly LHR-MAD on flexible business tickets as a One World Emerald. I frequently have to change some part of the itinerary.

I'm mostly able to select seats from the time of purchase. But when I make a change, I'm no longer able to select seats at all. Calling Iberia is pretty useless - the call center people don't have access to anything that would enable them to even see which seats are available, let alone select one. And when I call, they're quick to tell me that I can select seats at departure - 24 hours as part of OLCI. But I like selecting my seat in advance - I just can't figure out why this is so much trouble.

Does anyone know of any way to solve for this issue? I've tried Twitter, but so far nothing. I've tried Whatsapp, but that was useless.

Am I calling the wrong number (IB customer service in Spain, which rings through to some call center in Colombia)?

Helpful advice is always appreciated.
