Do you know whether your card supports online verification? If yes it is odd, if not sure check with your card issuer. Should your card not support it, you'll have to use a different one that does, as else I think it isn't going to work as SQ payment gateway seem to default to the various verification methods offered by Visa, MC and Amex.

The other way would be to make the booking and let the payment fail. It should still create a PNR and SQ will probably sent an email later to remind you to complete your booking and you can then call in with that PNR reference and ask to complete payment as online isn't working for you. They should it charge a booking fee for that. YMMV.
