Could they? Sure. Will they? No, not at this point.
If there was enough interest a travel agency would put toigether a charter.
This is NOT the GOP convention. Yes, airlines are adding flights for this - mostly from their hubs to enhance service they already provide.

for example if they saw a high PDX-SEA-STL bookings then they could have moved their bookings to a special PDX-STL flight. They just re-route the flights like the day before be PDX-STL-SEA and then SEA-STL-PDX on return

many airlines do this around sports/ special event travel where they add flights or upgrade the aircraft. Look at Milwaukee aircraft pre and post Republican convention next month. You will see plane type upgrades on similar routes run today by the airlines

one time I flew for the holidays from SEA to BNA on delta. My return was thru MSP. The day I flew was the same day as the college bowl game in nashville so instead of having a usually 50-80 2x2 style they had a 737/321 fly in the night before. A western big 10 team was playing in that game ( minnesota, iowa, Wisconsin, nebraska).

Southwest could have created a DEN 1 stop flight to STL for the day before and after.
