Immigration (kiosk) will be OK (with queues) but the time delay is the final customs & bio-security check
With VA you take the free T bus and then checkin - domestic security at T2.
With QF you take the free T bus and then checkin - domestic security at T3.
Or process QF domestic checkin - security at T1 and then the QF bus to T3 and arrive air side.
What is common carry on for an AA73 will be very different to what is allowable to an AU domestic flight.

But heres the larger issue-if they don't check your bag through-you 100% will NOT make this connection. Guaranteed 0%. I hate to break it to you but post-Covid the lines for INTL arrivals between 6-9am in SYD are ABYSMALLY long. It could easily be an hour from the time you land to get the time you get your bag and then you have to get in the long ques at baggage exit.
DL ops at SYD will close the DL flight at exactly 1 hour prior to departure. If you arrive at a transfer desk or a check in desk after that time you will be denied. Since you wont be checked in, even if Garuda do send your bag (which is looking more doubtful) that connection will be nearly impossible on separate tickets unfortunately. DL doesn't have a pre-customs check in or transfer desk at SYD I don't believe.
Honestly, your going to need to be prepared to buy a new DL ticket at a walk-up price or id find a way to arrive SYD a day early.
