It certainly includes some safety critical messages. Otherwise why would they bother mentioning seatbelts etc. at all?
My assumption is that it's more of a reminder from the actual safety message pre-takeoff (which includes seatbelts). So rather than being safety critical it's just customer service with the added reminders.
To be clear I don't like plugging of credit cards in any part of this.
