This section and verse from the CoC was applied 99% of the time (I say that as any situation or any context I'm familiar with) for those connecting to an international destination from a domestic leg. At the first point of origin (before the domestic-domestic-international itinerary) the international cut off would apply because, if everyone is doing what they're supposed to, document check should be done prior to boarding first flight of the trip and if the customer doesn't make it, the origin station should pull the bag - even though it isn't subject to PPBM on the first flight, but rather than trying to get the connecting point to then find the bag and send it back.
That reasoning makes sense, and I hope it's what UA intends in its wording. Thanks.
