If you go to the T&C at the bottom of the page:
"To enjoy the benefit of no additional charges for changes and cancellations for redemptions made through lifemiles.com, the member must have an active lifemiles+ subscription and be up to date with the payments of any plan.
Not applicable for redemptions made before the lifemiles+ subscription date."
So no, only redemption after subscription can be cancelled without fee.
