Transferring points per se will not reset your 12-month counter - unless of course you are looking to save them from expiry by transferring them out fully to one or more recipients (however, as noted above, this will incur a cost).

To prevent the balance from becoming inactive, you must have at least one "earn" or "redeem" transaction in any 12-month period or maintain Elite Membership throughout the same. Transferring points does not qualify as being a points redemption transaction.

You can refer to the IHG One Rewards Membership Terms and Conditions, in particular Article 39 on points expiry and Articles 60 & 61 on alternative means of redeeming points (other than for and during hotel stays).
Actually, I’ve resorted to transferring the min amount of points to my partner to keep their points alive after they got locked out of e-Rewards (which would have to be the cheapest). From memory, it was something like 1000 pts for $5. Yes, on a pts / $ scale not great but it worked in the short time available.
