As an EV owner myself, I basically have hated them as rentals. I've had several Tesla's, a Mach-E, and the Hyundai IONIQ 5.
I believe you've got all the answers you had requested, but there is nothing worse than picking up an EV with hardly any charge - and it happens especially when I'm picking up after hours. The only saving grace is the Supercharger network. With the other EVs, it can sometimes be a pain and it's definitely not seamless.
With that being said, Avis has required a 70% charge on return, but they've never checked. Additionally, I had brought in 3 rentals with under 50% charge (due to me picking them up with less than 20%) and Avis always marked them as 8/8 on fuel.
