That seems like how a paid ticket would work too. You can get a refund and rebook into a more restrictive fare, but it's not going to use historical pricing to the fare that was originally available. It's whatever the current pricing is at the time you make the change.
Otherwise what prevents everyone from making a flexible booking and then downgrading the day before the flight once they know they won't change or cancel?
