Perhaps harsh, but I have yet to hear of a legitimate reason for somebody actively closing their account - not just having it become dormant from lack of use - only to want a new account shortly thereafter. Apart from the scam of allowing your IB+ account to go negative balance and shutting it down to avoid having to make it whole again...
