From the point of view of UltraCheapSkates buying the UltraBasic fare perhaps, but from the point of view of all other PAX who need bin space, seems like a good move to me. Hopefully they change the boarding processes such that UltraBasic ticket holders can't board until last, at which point they will enforce no free carry-on, only allowing boarding with an item that fits in the personal item sizing device, maintaining fairness for all ticket holders.
