In general MCGCs are always defaulted to credit at WMs for whatever reason which is why it always declines since credit is not allowed for reloading. It has always been this way with MCGCs since I remember it and this spans years and years ago. Their WM POS software has never updated MCGC or probably any MC debit cards to prompt as a debit card. I haven't dealt with trying to load MCGCs in forever but not sure if the "Change Payment" button method still valid which you can manually force it to process as a debit and prompt you for a PIN.
