HI, CP and Indigos in the UK and Europe have offered nothing on whatever rates I've look at.
The HI Reading West (which is in the UK, and which I visit several times a year) has a 5K qualifying point package, and it's per night - their prices are:
1K bonus points - £3/night
2K - £9
3K - £17
5K - £18
I suspect they don't get many people taking the 3000 point option!
