In Club Europe, afternoon tea is served on Express, Band 1 and Band 2 flights for flights departing between 14:00 and 16:59.

In Club World and First, I don't have the exact times, but afternoon tea is typically served as the second meal on East Coast US and Canada flights arriving before roughly 17:00 local time.
