Assuming the MAD-BCN and AGP-MAD flight were booked through IB, then it's correct

Fast track is given to IB+ Gold when flying IB, from all destinations
Fast track is given to IB+ Gold's same-booking guest, irrespective of that guest's own status, when departing from MAD.
Fast track is not an universal benefit at OWS level, IB does not have to give Fast Track to OWS pax.
Nothing to do with BA as the AGP-MAD is operated by IB, it'll be IB who would pay the airport, not BA. Similar to the operator-pays lounge concept.
In reality though, I've been able to guest FT at other Spanish airports (not MAD) as IB+ Gold, recently at AGP too.
