Yes but a few years ago and row 83 reclines as normal. See these photos of mine below.

It was fine but if you get the chance, or you can pay if available I'd go for row 80 which I have also done this is the exit row but no window or side bins however the extra legroom is great. If you take a backpack/rucksack or similar then you can put your feet up after take off

Alternatively 25D on the lower deck is very good as there's no seat in front of you.

Ignore seatguru completely, it's woefully out of date.
