I just flew that route last month, and there was a lot of time it was unavailable. It was a bummer too because I purchased TWO "all-flight" passes; one for my phone and one for my computer. (Need to do that, otherwise my WeChat can't log in from my computer.) So I spent $40 and could barely use it half the time.
