I would expect a high-rise hotel to have a generator to power life safety systems and elevators, but not much else. A low-rise hotel may have nothing. The percentage of hotels that have backup power to provide full services in guest rooms including air conditioning is as close 0% as you can get.

It's not clear what you are suggesting: Power is metered. When the power goes out, the meter doesn't accumulate usage and thus no usage charges. So there aren't "payments for energy made when the power goes out."
