I think once the AirTrain proposal was cancelled, the original Central Hall plan (to connect Terminals B & C) also got shelved. The Central Hall was replaced with the current Atrium Business and Conference Center.

Even if they were in the same terminal, I would choose the SC. The LGA CL is usually packed to the brim (made worse by low ceilings) and the food is pretty sub-par for a CL.
