I finally could speak to TK customer service ans miles and smiles department agents, and they all confirmed that there is a new stricter rule concerning tkt change following involuntary schedule changes of more than 15mn.
Date changes -7 +30 are still allowed but origine and destination cities must remain identical (airport changes only allowed in same city, no more same region flexibility).
