Yes it's similar to Seatfrog, used by LNER and similar rail companies. I'm not sure I understand the second question, but I would expect it to be offered in the currency of the ticket, but it's brand new so I haven't had any offers yet (and only one potentially eligible mixed metal booking for it anyway).
