Do you get charged for excess baggage weight?

Hi. Just got back from Hawaii--went there on United flights and once there went interisland on Aloha airlines paid for with United miles. Coming back from Kauai the other day I got socked with a $25 excess weight baggage charge--would have had two charges but they let us put a few pounds from one bag into another so we had just one charge. Since two of us had three bags, we should have had a fold-out bag and put the excess in it with no charge--but will do so next time.

Here is my question: I used the same 29 inch wheeled duffle to go on other long trips on United recently (China and Thailand). My bag said "heavy" on it but United never charged me. Is this just an Aloha way to raise revenues or do airlines regularly charge for excess weight (I think I was 6 pounds over).
