PE is completely full could be:
- Economy is full and people have been upgraded into PEY
- People have upgrade vouchers into Premium Economy, of which some didn't clear
- 10 staff requested Premium Economy but 7 were downgraded into Economy
Which flight are you taking to London? Some flights are more DM heavy vs others. As mentioned, sometimes OWS get upgraded.
The market vs pre-COVID has changed. Everything's a bit different, therefore the type of passengers you get and what times they fly is also different.
