Does this in fact mean that only adults will have breakfast included... but kids won't? Or is this small print intended for package offers that might include lunch or dinner?
That is the default wording for the majority of Hiltons, it is not a 'trap'. If you have booked a room with breakfast for X guests and X guests turn up, you have nothing to worry about.

The vast majority of UK Doubletrees don't charge kids for breakfast anyway, at least for kids appearing to be around ~12yo or less.
