The hotel does need to
- bump someone (non-elite) from their reservation
- has some cost with the "walked" guest = reaccomodating at a different hotel
at 3 days notice, or more in this case, they can simply cancel the (non-elite) booking in advance and let them know. Then there is no walking and no compensation to be paid or reaccomodation costs.
Pretty bad experience for whoever was originally in the room.
