i had the same issue with emirates islamic bank card and when i called them i was asked to check with emirates. emirates clarified that going forward no more tier miles will be awarded on credit cards only skywards miles. if you want to upgrade to gold you have to pay 4500aed (card fees) and 5500 spend on emirates. you dont need tier miles to upgrade to gold using your credit card.
